This volume includes digests of decisions which are concerned with the interpretation of municipal statutes on matters bearing upon international law. This applies in particular to questions of jurisdiction, nation­ality, and extradition. A municipal statute and the way in which it is interpreted in a specific case do not, of course, constitute in themselves a direct source or an authoritative illustration of international law. In view of the fact that a considerable number of cases of this description have been reported in the Digest, it is advisable to draw the attention of the reader to this point. At the same time, however, such cases are clearly of interest as showing how international law is understood and applied by various countries and how far there exists a uniform international practice on any given point. As such they are of importance for ascertaining whether and to what extent any particular question is, in the language of Article 38 of the Statute of the Permanent Court, governed by one of the "general principles of law recognized by civilized nations." And there may be room for the view that, to use again the language of Article 38 of the Statute, they are evidence of that "general practice accepted as law" which constitutes international custom. 1.
