Abstrak This is the second volume of the International Law Reports to appear in the course of 1979. It is now fifty years since Dr Arnold McNair and Dr Hersch Lauterpacht published the volume of the Annual Digest of Public International Law Cases covering the years 1925-26, which is now volume 3 of the series. Two years later they produced the volume for 1927-28 (volume 4). At the same time Sir John Fischer Williams joined Lauterpacht in editing the material for the years 1919-22 (volume 1) and 1923-24 (volume 2)-the relevant volumes being published in 1923 and 1933. Thereafter, Hersch Lauterpacht was sole Editor until his death in 1960. By that time 24 volumes, covering the years up to and including 1957, had appeared. The fact that four volumes of the series, amounting to some 2300 pages of print, are being published in the present calendar year is a vindication of the faith which the original Editors had in judicial materials as a source of public international law. One of the principal items in this volume is the case between the British Petroleum Company and Libya. This occasioned two arbitral decisions by Judge Lagergren, neither of which has previously been published. They are here printed in full (at pp. 301 and 375). That they raise some controversial issues will be evident, not only from the Memorial by BP which links them (see pp. 358-374), but also from a comparison with the texts of the Awards of Professor Dupuy in the case between Texaco and Libya which appears in full at pp. 389-511. The volume also includes four decisions of the Court of Justice of the European Communities rendered in 1972 and1973. In subsequent volumes we shall gradually close the gap between the dates of decisions of this Court and the time of publication here. The same applies to the decisions of national courts.
