Abstrak APolitically, our planet is duvided into a grid of territorially-based communities : states, federations of states and unions of diverse sorts, to which member states have assigned various legal competences. Each unit's competence within its territory is expressed through its acts of legislation and the application of its law. The government of each territorial community or state tries to police its borders, while seeking to make and apply its policies, expressed as law, within its territorial domain with respect to the events vital to it.
