Abstrak This book analyzes how contexts shape the opposition of people to market-oriented reforms. Based on evidence from the Indian electricity sector, it shows that much of the opposition can be explained in terms of the short-term losses due to reform. The opposition is more when the majority has become accustomed to receiving public service of reasonable quality at heavily subsidized tariffs.
