$a This book makes a contribution to the debate on 'government by contract' in two linked respects. First, it develops a more sprcific understanding of the content that might be given to apublic law of contract in relation to one particular group of government contracts, those internal to the government itself. Secondly, although it does not attempt to resolve the theoritical debate about the merits of greater public law intervention in government contracting, it presents doctrinal arguments and practical proposals which suggest that public law regulation is well worth exploring.
