The Terrorist Affected Areas (Special COurts) Act, 1984 (61 of 1984) was enacted to provide for the speedy trial of certain offences in terrorist affected areas and for matters connected therewith. This act vide its Sec. 3 empowers the Central Government to declare an area where the offences of the nature specified in the scheduled are being committed to be a terrorist affected area and constitute such area into a single judicial zone or into as many judicial zones as it may deem fit. The Central Government for the purposes of providing speedy trial of schedule offences may establish, by notification in the official Gazette, a Special Court in relation to such judicial zone and such Special Court shall be presided over by a Judge to be appointed by the Central Government with the concurrence of the Chief Justice of the High Court. Additional Judges may also be appointed with the concurrence of the Chief Justice of the High Court to exercise jurisdiction in Special Court so established.
