The changes reflect the developments in the United States that have transformed the constitution. In 1949 the states had not yet approved the twenty-second amendment, which limits the president to two terms in office. the poll tax would not be constititionally proscribed by the twenty-fourth Amendment for another fifteen years, and it would be an additional seven years before the twenty-sixth Amendement recognized the right to vote for eighteen-year-old.
