If on the one hand, democracy has replace authoritarinism; on the other hand, the state-centric model of economic development has been jettisoned in favour of market-oriented economic policies. Changes are structural and therefore of far reaching implications for both state and society. Democracy has come to the region at a time when Latin American societies are undergoing some wrenching experiences on account of policies of structural adjustment. State itself is being redesigned and reoriented, at a timem when democracy is calling for governance based on rule of law, accountability and representatives. Besides, the task of democratic consolidation requires a state that is active and committeed to the goals of equity and ethos of democracy. Building of democratic institutions and norms admittedly cannot be left to the vagaries of inequitious market forces. In as much, the task of enabling the economic productive structures and societal actors gain competitiveness in the global market place need the role of state and its resources for infrastructural development. What is neede is a redefinition of the functions of state and redesigning of its varied capacities. Scholars and policy planners alike are engaged in analysing the issues involved and devising policy prescriptions that could make both democracy and market economy compatible and mutually reinforcing. The task however is not a simple one. Often the logic of the two processes of democratisation and liberalisationbeset with conflict and uncertainties, Latin American countries at the same time are seeking integration with the global market forces.
