      <subfield code="a">A Constitution is the basic design of the structure and powers of the State and rights and duties of its citizens. In other words, it is the collection of the principles according to which the powers of the government, the rights of the governed and the relation between the two are adjusted. There cannot be a State without a Constitution. A constitution is a thing antecedent to a government, and a government is only the creature of a constitution. The State is sovereign and the Constitution in general terms is the body of which directly or indirectly affect the distribution of the exercise of sovereign power in the State. A constitution is not the act of a government, but of a people constituting a government; and government without a constitution, is power without a right.</subfield>
