The first is to put at the disposal of the reader a number of decisions, renderes in the years 1919-1942, which were omitted, or inadequately reported, on account of inaccessibility, oversight, or for other reasons. Thus this volume includes a substantial number of decisions given in the years 1940-1942 in the countries occupied by the German armed forces. It was a source of satisfaction to be able to resume contact with and to secure the continued collaboration of some of the pre-war contributors from these countries. The second object of this volume is to supply a Consolited Index and Consolidated Tables of Cases (reported and cited) of the first ten volumes. It was thought desirable, notwithstanding the expense and the difficulties of publication in these days, to provide the student and the practitioner with a useful tool in handling what, by general consent, is becoming an indespensable instrument of work and reference in the field of the study and the practice of international law.</subfield>
