It does so by exploring the recent careers of three goals, welfare, secularism and development, each illuminated through a detailed case study. The theme of welfare is explored through a study of hunger in Kalahandi district of Orissa; the question of secularism is discussed through the issues raised by the passage of the Muslim Women (Protection of Rights on Divorce) Act, 1986; while challenges to conventional developmental strategy are examined by focusing on the Narmada valley projects.
