It does so by exploring the recent careers of three goals, welfare, secularism and development, each illuminated through a detailed case study. The theme of welfare is explored through a study of hunger in Kalahandi district of Orissa; the question of secularism is discussed through the issues raised by the passage of the Muslim Women (Protection of Rights on Divorce) Act, 1986; while challenges to conventional developmental strategy are examined by focusing on the Narmada valley projects. In each case, the central concern is that of democracy and citizenship. This well-written and carefully argued book bridges the gap between political theory and empirical political analysis. It will be useful to post-graduate researchers in politics and to the ordinary reader interested in debates that confront contemporary India.</subfield>
